まず、( )部分が挿入と気づけるかがポイントです。
ヒントはnow,or~pastという文章のor です。orを挟んで似たような意味が来ているかを探すとnowとpastが対比になっています。
( )の部分を外すとbecause no human culture has lacked music.とSVOの綺麗な文章となり、訳をしやすくなると思います。
訳のポイントはnoです。文頭にno が来ているため、結局、音楽は欠乏していないのです。
となると、Music is unusual among all human activitiesのunusualの訳をどのようにすればいいか分かりますか?
音楽が欠乏していない=音楽で満ちているということは、「人間活動において音楽は普通でない」と訳すとおかしいのです。「人間活動において音楽は特異的(特別)である」これに気づけるかどうかでこの問題を簡単に解けるかどうかが決まります。

手っ取り早く時間の流れを追いかけて解く事もできます。時間を表す言葉をピックアップしてみましょう。

これを時系列に並べるだけで、B→C→A が見えてきます。
Bの位置が曖昧かもしれませんが、C→Aの順番までは予想できるので、この時点で2か3の選択肢に絞れます。2がB、3がCスタートですが、3はhoweverという接続がついているため○か×かを判定しやすい。Cではないということが分かると残りはBしかないため、B→D→C→Aの2番が正解となります。表題が何を言ってるか分からない・・・といった方の裏技ですが、私はこういう解き方が好きですね・・・。
この問題は難しいですが、京産大の選択肢は、先頭に来るパラグラフが全て異なるため、一つが分かれば全て分かる仕様になっており、このような難しい問題でも時間内に解く事は可能です。しかしこのようにヒントも少なく難しい問題は本試験ではやらずに先に進むという選択もありえます。
